Seafood rice (Arroz con mariscos) is a classic Latin/South American dish similar to Spanish paella. Prepared with fragrant jasmine rice cooked in a seafood broth with skillet shrimp and scallops and combined with sauteed onions, garlic, bell peppers, tomatoes, cilantro, cumin, fresh parsley, and achiote or annatto powder. 

Achiote is made from ground annatto seeds, an orange-red spice with a mild peppery aroma and subtle flavor. This bright-hued spice is often used commercially to add color to butter, cheddar, and Muenster cheese.
